If they were removed from your mission list (which would have happened if you had started but not finished one between logging out of 1.2 and logging into 1.3), you would be able to take them again. If you already completed them, you can't take them again - that part didn't change. Does that help clarify what you're seeing?

On Vista, you'll want to edit as an Administrative user. Also, be sure to have file extensions turned on. Otherwise, you'll likely save prefs.xml to prefs.xml.txt and that won't work.
