I would recommend filling a support ticket. You can do so by clicking on "Support" in the upper right corner. Someone on our support team can contact SOE to see what the issue is with the buddy key.

That's correct. We're trying to make it easier for us to balance, while also giving you more interesting options. Usually those two goals are contradictory, but we're in a situation where we can work towards both at the same time.
