These devlogs aren't comprehensive because there's too much for me to track in an informal writing piece... but I probably should have had that in there. The base Privateer claim prize will include the functionality of Grease the Wheels, so it can provide both types.

Yes. We decided that all types of PvP zones are sufficiently dangerous that you aren't safe no matter what ruleset you're functioning under. If there's a pirate PvP zone, then there are already pirates or privateers who have sanctioned piracy present. So, we wanted to provide that function to Privateers universally without costing them a skill point. You get it the same way you get Claim Prize.

It ignores a portion of DR. That's +35% damage on the shot, similar to how All or Nothing Shot works.
