We considered this, and my thoughts are similar to what I mentioned before. All PvP zones are sufficiently dangerous that you should expect to get attacked, so it doesn't particularly make you more vulnerable. How often do you see a pirate PvP zone that has nothing except other Naval Officers and Freetrader? Because that's the only time it'd be safe for a Privateer without Sanctioned Piracy. :P

Pirate PvP may be a lighter shade of red, but the blood still runs.

These devlogs aren't comprehensive because there's too much for me to track in an informal writing piece... but I probably should have had that in there. The base Privateer claim prize will include the functionality of Grease the Wheels, so it can provide both types.

Yes. We decided that all types of PvP zones are sufficiently dangerous that you aren't safe no matter what ruleset you're functioning under. If there's a pirate PvP zone, then there are already pirates or privateers who have sanctioned piracy present. So, we wanted to provide that function to Privateers universally without costing them a skill point. You get it the same way you get Claim Prize.

It ignores a portion of DR. That's +35% damage on the shot, similar to how All or Nothing Shot works.

Oh! That's the count down until we lock the port under martial law. Conceptually, the home fleet shows up from Europe and says "No more shenanigans" for a few days and moves the port to the 'protected' state. In practice, we just wanted to prevent people from holding a port in PvP, but not yet flipped, indefinitely.

Also, tentatively, we're going to increase the frequency of fleet spawns. I think I'm also going tweak the warship and privateer tables a little bit to increase the level of the warships ports call for.

While I'm doing this, is there any specific port, other than Turtling Bay (which I'm already aware of) that has a huge shortage of ships available? I can go looking on my own, but I have a feeling you guys have already found the problem ports

Third Rate DR is higher in 1.4. Other changes may be coming, but that will be determined once I take another detailed look at ships. I've been working on skills since 1.3.

Yeah, I'm reducing the cost of them in 1.4. No specific numbers yet, though.
