That's not a realistic goal. There will always be some ports that are easier or harder to take because they have more or less traffic of a particular nation passing by. I'm not particularly worried about that.
What I am worried about is making sure that it is feasible to take or defend every port, not easy.
Tentatively I am going to:
-Increase the rate at which fleets are called to ports. I'm at least doubling this value for peace and unrest states.
-Reduce the number of 'evil pirates' (the NPC pirate gangs) that are called for by most ports. This will, in turn, increase the number of other ships called for at those ports.
-Increase the number of traders of opposing nations called for by each port.
-Increase the rate of ships called to ports outside the Antilles. The Antilles, you may have noticed, has a lot of ships passing through. I'm going to try and push some of those ships away from the Antilles and towards the Gulf of Mexico, Central America, and South America. There will still be a lot of ships in the Antilles, but you may see a few less. I'm making this reduction because I don't want to dramatically increase the number of ships on the Open Sea, for performance reasons, but I want to add more ships to ports along the edge of the map.
-Increase the chance that low level ports will call for high level traders.
