When the port changes state, the spawns traveling there will change. State changes mean when Pirate PvP starts and when full PvP starts. So no, if the port's unrest hasn't reach Pirate PvP yet, the spawns don't change.

When you submit a bug it should have steps on how to make a dxdiag.txt. The steps to do so are:

1) On Vista in the search bar type dxdiag and hit enter
2) Hit the Save All Information... button in the bottom right
3) Save it somewhere where you can find it

There shouldn't be any skill point rewards for citations.
