Wow, that's just an awful experience. I'm surprised and horrified you ran into so many problems. While that may not be the average user experience, even a single person who hits that many problems is one too many.

We had several stress test events and I spent a lot of time using software automation to load test the servers.

I'm not sure exactly what the problem you are describing is.

The new French capital should be finished this month, after which I'm going to steal them back to start redoing the non-pirate starter towns, and ship instances.

I'd reboot and try again. Otherwise, contact Sony and get a disk replacement.
