First off, I agree that not having an adequate number of hostile ships to work down contention, assuming the absence of hostile player forces, is a problem. It's something that we are working to fix, but fixing that problem is a much more complicated change than tweaking some unrest rates. It takes more time. It is, however, in progress.
Second, if you really want to defend a port that has unrest accumulation, you can spend the doubloons and do the economic turn ins for that port. While this will not work for ports that have been pushed into a PvP state, you can 'push back' before it gets that far.
Finally, defense is not supposed to be easy. While it is not supposed to be impossible (thus all the issues with economic 'bombing'), defense is supposed to be harder than offense. The natural progression of the game world should not be towards stasis, but towards conflict. You're supposed to be able to defend ports that are important to you, but a 'perfect defense' where none of your ports enter contention, should be nigh on impossible. Defending your ports should be showing up for the port battle and kicking some ***, not stopping the battle from ever happening. We have not done a good job of making that the situation. We're trying to address that now.
