There's no random roll in damage. There's a min and a max. You do the max at point blank and the min at max range. The actual % for the min and max is shown on the ammo. Damage modifiers affect your min and max damage. That gives a static damage number, then we apply the defenses.
Defense is based on your shot type. Only one defense check is made per shot.

Modifying a value affects the lerp. The point moves. Increasing max range slightly increases accuracy.
