Ok, I suck. As noted, I went off and pushed this in front of DesignCo who said "Interesting, we were going to look at this soon." So I said "Well, how about now?" And off they went.
And off I went on other stuff. And completely forgot to post the outcome of this. Fraxl noted it for me today, so here's what's going on (plus a mea culpa from me) from DesignCo:
For 1.4 (currently in Testbed) we removed the unrest protection from the ports West End, Nassau, Riding Rocks, Santa Clara and while we intended to remove it from Sabanqui, we found a bug that protection had not been removed, so we'll be fixing that in 1.5. All five of these ports had unrest protection because their unrest zones covered new player ports. We reduced the size of their unrest zones so that they would no longer cover new player ports, and then removed the unrest protection.
There is, at this point, only one port that is not strictly a new player port that has unrest protection: Riding Rocks. This is because it is very close to Cat Island, so it's unrest radius would have to be tiny, and the only resource it has is abundant game, which is not in particularly high demand.
