3) I'm not sure what the question in 3 is, but in general terms, First Rates are damned expensive. We have other tools to make things more even, but we're not planning on reducing the power of the First Rates.
4) See answer 1. There is a longer term answer that will make its first appearance in 1.4 (the milestone of Pirate Love).
