And most importantly, don't try to overthink this. If you find a mission that's ridiculously hard, either bug it or talk about it here and get the input from other players as to whether they're having the same problems, or how they overcame it.

Because what you described above isnt whats happening. If it were, there would be no problems. What we were seeing are missions in the level range you described spawning elements that matched player level (16-17 enemies for the ones I did yesterday out of Georgetown). Which is alot higher than 2%.
It's not as simple as that. We don't create all missions with equal difficulty, and then scale them, we create missions of different levels of difficulty, and they can scale along the level we set it at, how many ships are going in, the player controlled slider, etc.

The Shop is where the auction house is, civilian deed trader and all. You should have a newbie quest at some point to visit The Shop. You can also hit "L" to bring up the local map. Clicky around on the icons and you'll find it.

We used to support it, but the auction house API changed significantly to allow non-local searching. I haven't gotten NullClient caught up to these changes yet. Beta provided a better model for large-scale testing of the economy anyway; more organic.
