In case you haven't seen the Words of Rev:
We removed MoVs from the PvE Conquest missions due to an unforeseen exploit that had to be addressed quickly. As usual, we do not discuss or explain exploits except to say that we've fixed them.
In v1.1, MoVs will be awarded from the Unrest Bundle turnin missions. We are discussing a number of options for MoVs and how we can award them safely without reopening the exploit.
The change we made last night had no effect on receiving MoVs from players. You receive MoVs from every player you defeat from whom you gain XP, and the number of MoVs you receive is based on the level of the player's ship.

When someone had a question about how they work:
You should earn an MOV anytime you earn XP from defeating a player.
Earning XP is based on the difference in level between your ship and the ship of the defeated player. The maximum difference for which we award XP is 15 levels.
This means is your ship is 16 levels higher than the ship you defeated, you get no XP and no Mark of Victory.
So: if most of your fights have been against players in ships that were 16 levels lower than your ship, you get no Marks of Victory.

Folks, we had to take immediate action to deal with an exploit. We are discussing how to give out Marks of Victory and will find a solution. This is not a permanent change to the game's design, just a temporary course correction while we find a better way.
