The rumors are false, at least for 1.3. There may be some adjustments to price, but not on that scale. There are stat tweaks to the Hercules line of variants in 1.3.

Like I said, i'm not effected by it, and I'm a fan of this game. I just see this mechanic right here as something that will (and has) cause a lot more problems down the road. The red zones will become 6 v 6 zones sooner or later because of the current system in place. Maybe that's unavoidable.
No, you don't know how many, what level, and what ships you'll encounter.

Let me turn the question around. You intentionally go into the red zone by yourself with a full understanding of the mechanics of the red zone. You're attacked by three ships while there. Were you ganked?

Because travel time is extremely fast, and fights take a while, so the fights all turn into 6v6 battles. If those values were reversed, we wouldn't have any restriction on defenders coming into the combat.

Every character in the red zone has a chance to defend themselves by a) not going into the red zone, b) grouping with other people to go into the red zone, and c) being kick *** at combat.

As for encourage, we actually have some small discouragements in the system, such as the group limit of 6, and the limitation of joining a fight. We're looking at the idea of some shallow ports, though that doesn't discourage unequal groups, it discourages expensive, heavy ships.

The point is, a lot of the excitement of the Open Sea comes from not knowing what to expect. Enforced balance removes the uncertainty.
