William, the flag you are talking about was a flag that had already gone through the approval process, and transferred to another user. I approved the transfer and requested that the flag be approved, so you can blame me directly.
That being said, you are absolutely right. The current process for approving flag and sail submissions is failing our customers. It isn't that we aren't working hard, because we are. It isn't that we don't care about User Content as a program, because we really do.
But let's be honest with each other for a moment- the ratings/voting system just isn't scaling well to the size of our community. We are getting hundreds and hundreds of flag and sail submissions in a single day, and even with the help and coaching of some of our most talented flag and sail designers, that leaves the FLS team with TONS of submissions that we need to evaluate, and then approve or deny (with feedback for each, mind you). There are only so many hours in a day.
So beyond the admission that "Yup, we know the UC process isn't serving our community as well as it should.", I do have some good news to share:
We are completely revamping the User Content program. From the way you vote and submit items, to the way they are accepted. The system is being redesigned in such a way that it will speed up the approval process, and make it easier to submit new designs.
We are putting the final touches on this plan now, which we intend to share with the community at large for your evaluation and feedback.
In the meantime, I apologize for the crazy-making nature of our current User Content process, and I look forward to hearing your thoughts on what's to come.
