I'm starting to work on that. I was discussing the pillaging option, and suddenly realized I had resources to start working on it. And off we go!

That's because you're sinking. Boarding gives full loot, sinking gives 80% loot. Thus, one less mark.

I'm referring specifically to low level warships. As stated many times, there are areas of large-huge scouts that are broken and we're fixing them.

It doesn't use victory points. It uses server victory standing from the previous map. Which means it wouldn't have impacted you on Rackham.

The algorithm will adjust dynamically but slowly over time. It's not going to fluctuate wildly from day to day; we'll be looking at longer-term population and activity trends.

I wouldn't expect to see any further updates to this system in 1.2; we're pretty much booked solid for the duration of the next milestone on 1.3 systems and bugfixes.
