It's a devlog, which means it's not a complete list of changes. You'll see more information in the first 1.4 testbed build (which got delayed slightly). 1.4 will be on testbed a few weeks, and you'll see the rest of the 1.4 skill changes start to roll in over the course of testbed. I believe there's some DPS reduction in the second week of testbed. Late during testbed you'll see adjustments made due to testbed feedback.
