As noted elsewhere, we're going to keep doing approval pushes as often as we can in order to get the backlog down to manageable numbers while the new system is being developed. You're absolutely right that the system would fall down if we used it to try and catch up, unless we made folks vote 200-300 times per submission, which isn't feasible.
It's not that you need 100 votes to get into review -- that's the number of votes it takes before something is rejected if it hasn't met a minimum threshold of "wins" (which is a significantly lower number than 100).
If an item meets the minimum threshold, but hasn't garnered enough votes to get into review yet, it stays in voting for a bit longer, where it needs to get enough votes to cross another threshold (about the same % of "wins" as the first, but it stays in longer, unless it meets the criteria for getting into voting earlier).
