Meanwhile, I checked, and you should have received something that contains the following feedback:

This is a FANTASTIC idea, but the transparent "tattered" areas aren't completely transparent. That will be obvious when the flag is animated in-game, and will detract from its otherwise excellent quality. Please clean up and resubmit. HINT: Try selecting your flag with the "magic wand" tool in your graphics program, with it set to select pixels by opacity. (If you have an option to make a contiguous selection, uncheck it -- then all pixels with any color in them should be selected.) That will help you see where the transparency isn't complete so you can finish up this design.

I've taken the liberty of doing just that for you and filling all the partially opaque areas with green, placed beneath your flag image. This kind of glitch really does get noticed when animated much more easily than in a static image: the human brain is hard-wired to take note of motion, AND to tune out visual "static" that doesn't fit into whatever pattern it thinks it's being presented. Luckily, we have some folks on staff with sharp eyes
Hope this helps -- and if you decide to rework your flag based on the feedback sent to you, please consider withdrawing your appeal. And incidentally, this IS a fantastic design and otherwise perfect
